Young people in transition miss out on services

Young people making the transition between children's and adult services are being disadvantaged by eligibility criteria, according to an inspection report.

The Commission for Social Care Inspection (CSCI) also said there was a gap in opportunities and outcomes between the majority of young people and those who use social care services. 

In the report, The State of Social Care in England 2006-07, the inspectorate said: "High eligibility criteria in response to resource pressures are limiting the range of services to assist families of children in need, restricting support for young people transferring to adult services and sometimes failing to recognise that the need to protect children should trigger service provision to parents with complex problems."

Commission chair Dame Denise Platt, said: "It shows many younger disabled people are being signposted to voluntary services."

Ofsted took over the inspection of children's services from CSCI in April 2007.
