Q: When can a parent change their child's surname?

A: A parent is able to change a child's name by deed poll provided that all those with parental responsibility for the child consent to the change. If parents are in dispute about changing their child's surname, a parent can apply to the court for a specific issue order. The court will apply the welfare checklist contained in s. 1(3) of the Children Act 1989 in order to determine whether the change in name will be in the child's best interests.

Q: When does a child need a licence in order to take part in a performance?

A: Children under the age of 16 require a licence from their local authority in order to take part in a performance for which a charge is made or which is broadcast. Similarly, a licence will be required if a child under the age of 16 takes part in a performance in premises which are licensed or may be used for the supply of alcohol.

A licence will not be required where: no payment is made; if the performance is given under arrangements made by a school; or where the child has not taken part in other performances requiring a licence for more than three days in the six months preceding the performance.
