Children's homes are struggling to recruit staff, with people reluctant to work in the sector and qualified staff being poached by other establishments, the Independent Children's Homes Association (ICHA) has warned.

The concerns of London local authorities in meeting sufficiency duties described in the first study and the severity of this in relation to residential children's homes, are recognised as a theme across the country. This study was commissioned by the LGA to look at the policies, barriers, and facilitators for local authorities and smaller independent providers in establishing children's homes.

Larger homes can offer more opportunities to address the emotional, behavioural, social and developmental needs of every child, supporting their psychological wellbeing until they are able to move successfully into a family environment.
